Bali: leasehold and tourism yield, with its own rules
A thriving tourism market, but a particular land-tenure system: foreigners cannot hold full ownership. An investment for an experienced profile, to be structured with care.
Why this market
Bali draws sustained international tourism demand, which feeds a dynamic short-term rental market. In some locations, a villa or a managed unit can target an attractive tourism yield.
But the essential point is legal. In Indonesia, foreigners cannot hold full ownership of the land: investment is most often made through leasehold, i.e. a long-term lease. You buy a right of use for a defined period, not the land itself.
This is therefore a market apart: the yield can be real, but it is assessed over the remaining lease term and within a shifting local regulatory framework. It suits an experienced investor who understands and accepts the nature of the right acquired.
Who it suits
Bali: leasehold and tourism yield, with its own rules
- An experienced investor comfortable with a time-limited right of use (leasehold) rather than full ownership.
- A profile seeking a tourism yield and accepting its volatility.
- An investor ready to structure the acquisition and to engage local legal counsel.
- A complementary diversification, on a measured share of wealth, not a safety foundation.
Entry ticket
The ticket depends on location, the type of property (villa, managed unit) and above all the remaining lease term, which determines the value of the right acquired.
Legal & tax framework in brief
Reference points, non-exhaustive. Every figure and every legal qualification must be confirmed by a professional qualified in Indonesian law.
- Leasehold: long-term lease, no foreign full ownership of the land — the exact nature of the right is to be validated case by case.
- Lease term and renewal conditions: a central component of value, to be examined contract by contract.
- Structuring of the acquisition (setup, vehicle, nominee): terms and legal security to be secured with local counsel.
- Local tax on rental income and at acquisition: to be examined according to your tax residence.
- Tourism-rental regulation (licences, zoning): evolving local constraints to be checked before any commitment.
- Residual French taxation depending on your residence: to be validated with a qualified advisor.
Points of caution
- Nature of the right: leasehold is not full ownership. You buy a temporary right of use, not the land.
- End of lease: at expiry, residual value and renewal conditions are uncertain.
- Risky setups: circumvention structures (nominee) can be legally fragile.
- Shifting local regulation on tourism rentals (licences, zoning, taxation).
- Remote tourism management, dependent on a reliable local operator.
- Uncertain resale liquidity, all the weaker as the lease advances.

Frequently asked questions
Can a foreigner become a full owner in Bali?
In principle no: foreigners cannot hold full ownership of the land. Investment is most often made through leasehold, a long-term lease. The exact qualification must be validated by local counsel.
What happens at the end of the lease?
Residual value and renewal conditions are uncertain and depend on the contract and regulation. This is a central point of caution we set out before any decision.
Are nominee setups safe?
They can be legally fragile. We recommend no setup without validation by counsel qualified in Indonesian law.
Is Bali suitable for every investor?
No. It is a market for an experienced profile, as a complementary diversification. It is not a safety wealth foundation.
